Esteemed Receiver,

We write you on behalf of the African heritage communities, organisations and formations of the African diaspora in the Netherlands and Europe assembled at the Pan-African Roots Synergy Roundtable Dialogue in The Hague on 8 and 9 August 2026, and of the formations that have since adopted this Outcome Statement.

We enclose the The Hague Outcome Statement on Participatory Reparatory Justice, together with the Protocols of Engagement Between Reparations Communities, a Schedule of Asks grouped by addressee, and a Glossary of Terms and Concepts. The Asks addressed to you are set out on page 48 and beyond of the Appendix.

The Statement is made by the constituency it concerns. It implements the The Hague Pan African Roots Synergy Declaration on Participatory Reparatory Justice of September 2025 and carries it further. Its provisions bind us as they bind those we address, and we have accepted accountability under them.

The Statement has the Status of Pending, which means that you can respond to the Asks that apply to your Segment. All reactions will be recorded in our annual review together with any reply. We would welcome direct engagement with our formations on any part of this Statement, on the terms set out in the annexed Protocols and looked forward to your respond. On page 2 you will find the Declaration of Adoption; page 3 the Form for the Adoption and responses on the Content.

Declaration of Adoption

For formations adopting The Hague Outcome Statement on Participatory Reparatory Justice and the Protocols of Engagement Between Reparations Communities,

Note on the register

The Outcome Statement establishes a register of adopting formations, published and maintained, so that the phrase the formations adopting this Statement has a determinate referent. Adoption is by declaration, using this form, to the coordinating bodies named in the Statement.

Adoption carries an undertaking. The Protocols of Engagement bind adopting formations as they bind those the Statement addresses, and adopting formations accept accountability under them. Those Protocols require any actor entering the reparations community of a country or region not its own to prepare before engaging; to approach through the formations that constituency recognises; to state the standing on which it speaks and the mandate it holds; to attribute the analysis and terminology it uses; to leave the constituency's own positions and vocabulary intact; and to account afterwards for what was done with what it took.

The Statement also provides that dissent from any part of it is recorded in the words of those dissenting and published alongside it. A formation may therefore adopt the Statement while recording a reservation, and that reservation stands in its own words.
